During the Andhra Pradesh Budget Session on Wednesday, Handlooms and Textiles Minister S. Savitha responded to questions raised by members in the Legislative Council, outlining the government’s focus on backward class (BC) communities. She stated that between 2014 and 2019, special priority was given to Vadderas, Rajakas, fishermen, and other BC groups under the leadership of Chief Minister N. Chandrababu Naidu. She highlighted the launch of the Adarana and Adarana 2.0 schemes during that period and announced that the upcoming Adarana 3.0 will extend focused support to Vadderas, including a proposal for 15% reservation in mining leases and a 50% concession in seigniorage fees, which are currently under review by the Finance Department. The Minister further detailed welfare measures for fishermen, including increasing financial assistance during the fishing ban period from ₹10,000 to ₹20,000, benefiting around 1.20 lakh families. Additional support includes insurance coverage of up to ₹10 lakh in case of accidental death, a ₹9 per litre diesel subsidy for fishing boats, dedicated residential schools for fishermen’s children, and ₹30 crore allocated for boat repairs. She also noted plans to provide modern washing machines and equipment to Rajakas under Adarana 3.0, and mentioned that the inclusion of certain communities in the SC and ST lists is under examination, with final approval resting with the Central Government.

The programme was organized by the Ministry of Rural Development with DRDA support. As part of the initiative, ministers inaugurated the Gender Resource Centre (GRC) at the CRDA Skill Hub and launched awareness exhibitions and cultural programmes. Dr. Chandrasekhar stated that the core objective of Nayi Chetana 4.0 is to reduce gender discrimination and address social evils such as domestic violence, child marriages, and gender inequality. He highlighted alarming statistics, noting that over 4.5 lakh domestic violence cases are reported nationwide, while many incidents go unreported due to social stigma. The Minister emphasized the government’s commitment to women’s safety and empowerment through shelter homes funded with ₹5 lakh each, SHG-led management, and dedicated helplines such as 181 for immediate support. He urged women to become financially independent by leveraging government welfare schemes and skill training programmes. Home Minister Vangalapudi Anitha, MSME Minister Kondapalli Srinivas, and MLA Tenali Sravan Kumar underlined that gender equality begins at home and stressed collective responsibility for women’s dignity and safety. Senior officials and women leaders shared inspirational stories of transformation through Self-Help Groups, while exhibitions, health camps, SHG product stalls, and awareness programmes reinforced the message of women-led social and economic progress.

Empowering Women through Tailoring Training Andhra Pradesh is taking steps to empower women by providing employment opportunities in garment industries through free tailoring training programs. State BC Welfare Minister S. Savita informed the Assembly that women who complete training are being linked with various garment industries across the state for job placements. Free Training, Sewing Machines, and Certification The training, conducted under the AP BC Cooperative Finance Corporation, spans 90 days and equips women with tailoring skills. Upon completion, participants are awarded certificates along with free sewing machines, enabling them to pursue independent livelihoods or take up employment in garment factories. Minister Savita emphasized that this initiative reflects Chief Minister Chandrababu Naidu’s vision of transforming every household woman into an entrepreneur. Focus on Women Welfare and Skill Development The minister pointed out that during 2019–2024, women’s welfare was neglected by the previous government. With the TDP returning to power, renewed emphasis is being placed on women-centric welfare schemes inspired by NTR’s vision.
